योजना लगभग छह महीने से निष्क्रिय पड़ी थी। कश्मीर का मुद्दा जोर-शोर से चल रहा था। एक दिन, नेहरू ने लॉकहार्ट को फोन किया और उनसे पूछा कि कश्मीर के लिए उनकी क्या योजना है। लॉकहार्ट ने जवाब दिया, "माननीय प्रधान मंत्री, मुझे इस काम और इस देश में कोई दिलचस्पी नहीं है। कुछ दिनों में एक जहाज ब्रिटिश अधिकारियों को ब्रिटेन ले जाएगा। मैं भी लौट रहा हूं। तब आपको वैकल्पिक व्यवस्था देखनी चाहिए।"

We had just gained independence and wanted to select a new army chief for our army. But Nehru, the then caretaker Prime Minister, appointed General Rob Lockhart, a British officer, as Chief of Army Staff without consulting anyone. It was a huge shock. There was a feeling everywhere in the army that we fought a 190-years war and sent the Britishers back and that after independence why the army chief would be British.
After Appointments Mr. Lockhart devised a comprehensive plan for the Indian Army and placed it on Nehru's table. After hearing Nehru's reply, he came out. Outside, he met Major General Ajit Anil (Jick) Rudra, an officer in the army. He asked what the Prime Minister said. Mr. Lockhart angrily replied "Nehru just looked at my file and said, 'This country is a country of worshipers of non-violence. This country does not need a defense plan. We don’t expect any military attack,'".
The plan had been lying dormant for almost six months. The Kashmir issue was simmering. One day, Nehru called Lockhart and asked him what his plans were for Kashmir. Lockhart replied, "Honorable Prime Minister, I have no interest in this work and in this country. In a few days a ship will be carrying British officials to Britain. I am also returning. Then you should look at alternative arrangements."
On hearing this, Nehru immediately called a meeting of Army officers. Among those present were Nehru himself, the then Defense Minister Baldev Singh (Nehru's special man) and Major General Cariappa. At the meeting, Nehru said, "We will have to replace Lockhart with a new army chief. I think we should appoint a British officer because we do not see a suitable and experienced Indian Army Officer in India at the moment."
